Make msiexec execute msi files by default

Hi,

The attached patch lets Mapmonkey's msi installer start. I also changed
the definition of Control Panel\Desktop to the correct case. (verified 
against WinXP SP2)

Changelog:
Run msi files with msiexec.
Change Control Panel\Desktop to correct case.
