Moving DOS memory handling to winedos

This patch is the first step for moving the DOS memory handling into winedos.
It mainly deals with delaying the actual initialisation of real memory layout 
until someone actually needs it.
The next step will include the actual move of the DOS memory handling code into 
winedos, which now could be loaded and called when there's a need for the memory 
layout & content initialisation
