commctrl: progress theming improvements

Instead of adding the border via WM_NCPAINT and WM_NCCALCSIZE, do what
native does: just clear WS_EX_STATICEDGE when themed and reduce the area
the actual bar is painted in to the progress bar theme part content rect.
