[DSHOW] Beginning of strmbase (take 3)

Hi,

This patch adds strmbase which will be a C version as close as possible
as what's in the Direct Show SDK (suggested by Alexandre).

To do:
1) move remaining files from quartz that should belongs to strmbase
2) make strmbase closer to Direct Show version

Changes from last patch:
- renamed to strmbase
- removed qzdebug stuff
- reordered streams.h header
