Protect libxml/parser.h with proper autoconf definition

Yes, it's inside HAVE_LIBXML2, but still.

There are also the new origin of HAVE_OSS and HAVE_OSS_MIDI, as well as
HAVE_CORRECT_LINUXINPUT_H, which are not in config.h, and confuse
winapi_check. Maybe we should autoconf them back, or change them for
something else than HAVE_foo.
