winspool/tests: New Testsuite

New Testsuite:
- ANSI and UNICODE-Version for GetDefaultPrinter
- ANSI and UNICODE-Version for GetPrinterDriverDirectory
- Test Printing Environments for GetPrinterDriverDirectory
- More intensive Testing.
- Verbose Output with "WINETEST_DEBUG" > 1

- Implementation tested on wine, win98se, winme, w2k
  (winxp and win2003 tested only with the default Environment).


* More tests will follow.
* More Patches for the Wine Printing Subsystem will follow
