USER32: Fix up two more Wine only registry keys/values

Small one to get rid of two more Wine specific reg keys. Should have a test 
for both SPI calls done tomorrow.

Changelog:

* Point KEYBOARDPREF and SCREENREADER to registry keys and values that match 
native
