WLDAP32: implement ldap_bind* functions

This patch starts a header with inline functions to convert between
ansi, wide character and utf8 encodings. It also starts a duplicate
of the public header with conflicting symbols prefixed, so that we can
include it together with native ldap headers.

I have tests for these functions here showing this approach can work,
but since they require an accessible LDAP server I will not include
them. Comments?
