[NtQuerySystemInformation #6] SystemCpuInformation

Hi,

SystemCpuInformation wasn't returning the length, now it is. I changed
the behavior in analogy to SystemBasicInformation.
Added a test for this. The info.c file is sorted again (by
SystemInformationClass).
