[NtQuerySystemInformation #7] SystemTimeOfDayInformation (RESEND 2)

Hi,

the tests cater for the difference between NT and WinXP/W2K. The
'implementation' in nt.c doesn't do this a 100% (the only thing I can
see so far is that given buffer size < 32 gives a success instead of a
failure, but an app will most likely give 32 as the size anyway).

  Fixed size of our SYSTEM_TIMEOFDAY_INFORMATION struct
  Fixed return codes and ReturnLength/buffer for SystemTimeOfDayInformation
  Added tests for SystemTimeOfDayInformation
