winnt.h - remove duplicated ALPHA platform context Definitions and add ARM Context Definitions

The Alpha stuff was my mistake and this corrects it. Also ARM is supported by Mingw and gcc, see
the arm-wince-pe target so it might be possible for someone to use Winelib on a embedded system.
