[PATCH] FCI work for cabinet.dll [cabinet-fci-patch-03b.diff]

I wanted to wait till 03 is committed, but that didn't happen.
So this patch is named 03b but adds additional
functionality. Please commit.

Only one minor thing is missing from FCI now: file compression ;-)
