shell32: Don't consider the flag mask in GetAttributesOf

This should have gone to wine-patches, but somehow ended up at wine-devel.

	Set all capability flags supported by the shellfolder, disregarding the flag
mask given to GetAttributesOf.
	Unit tests to demonstrate this behaviour.
