WinINet: More Header Parsing

ChangeLog:
Add parsing of the Content-ID and Proxy-Connection headers.

Sort the table of header to option number mappings correctly.

Change a FIXME to a WARN because there are "X-..." headers that we
aren't supposed to parse.
