shell32: Modify KeyStateToDropEffect macro to match Windows XP behaviour

Same procedure as last year ... this time with patch :-/

On WinXP's shell view, you'll get a 'link' drop effect, if you press both
'Shift' and 'Ctrl' and a 'copy' drop effect, if you press any one of them.
