oleaut32: handle VT_DECIMAL in VarCmp()

i'm sending the two patches i needed to make the VB application
ApiViewer 2001 install. This is only a quick but still correct fix. The
real fix would be to rewrite VarCmp() and tests like for VarAdd(). I
have those tests almost ready but they crash Wine.
