Extend VarCmp() and add test cases

       Changelog:
       wine/dlls/oleaut32/variant.c: VarCmp()
       Extend VarCmp functionality
       wine/dlls/oleaut32/tests/vartype.c:
       Add tests for VarCmp()

Together with the other oleaut32 fixes this makes TGEB.exe proceed further..
