[RESEND] user32: Use LoadLibrary and LoadImage to extract icons from wine's built-in dlls in PrivateExtractIcons

Assuming that this patch didn't go in because of the pending 0.9 release 
(congratulations!), I'm resending with small modifications:

This patch is based on your comment in:
http://www.winehq.org/pipermail/wine-devel/2005-August/039466.html

Changelog:
	- Try LoadLibrary/LoadImage to extract icons from wine's built-in dlls if
SearchPath fails to find the requested file in PrivateExtractIcons
	- Some unit tests for PrivateExtractIcons
