ODBCCP32: more improvements

This patch improves odbccp32 up to the point where the installers
for Office 97 and 2000 don't crash anymore. Like Dan said, we're
very close to a flawless, out of the box install of this flagship
product. It would be nice if we could keep it from regressing until
Wine 1.0 is released...
