crypt32: refcount fixes

As documented on MSDN, CertDeleteCertificateFromStore always calls
CertFreeCertificateContext.

ChangeLog:
- call CertFreeCertificateContext from CertDeleteCertificateFromStore
- fix some ref counting problems
