OLEAUT32: multiplication/division support for DECIMAL (patch 4 of 6)

Patch 4 of 6 for DECIMAL support in OLEAUT32

Changelog:
* Implement complete VarBstrFromDec() for any valid DECIMAL, with 
internacionalization support borrowed from VARIANT_BstrFromReal(). The 
decimal fix for VARIANT_BstrFromReal was encapsulated in a separate 
function and reused.
