[wined3d] allow dxt2 and dxt4 textures to be created

Hi,
   This patch enables dxt2 and dxt4 compressed textures to be created via
Device_CreateSurface. Changes in this patch were missing from an earlier patch
to add support for dxt2 and dxt4 compressed textures.
