MSI: Rename ACTION_DoTopLevelINSTALL to MSI_InstallPackage

ChangeLog:
Rename ACTION_DoTopLevelINSTALL to MSI_InstallPackage, remove its 
duplicate 4th parameter and split the code to copy a package into a 
seperate function.
