hhctrl: Handle dragging of the SizeBar

Hi,

With this patch, you can drag the SizeBar, but you won't see the bar
move while you drag.  The windows will be resized after the drag is
done.  I chose this route because the drawing code is quite complex
and would be better suited in a separate patch.  The first two changes
allow the third one to work.

Changelog
* Store the HHInfo struct in the SizeBar hwnd.
* Set the default navigation pane width if no width provided.
* Handle dragging of the SizeBar.
