D3D8: Fix DXT2 & DXT4 support

http://cvs.winehq.org/patch.py?id=19887 added support fo DXT2 & DXT4
support in wined3d. However, since wined3d only shares part of its
code with d3d8 that left d3d8 with broken DXT2/4 support. This patch
adds those changes to d3d8 as well.
