usp10: Add some tests to ScriptGetFontProperties

This patch adds code to check for standard Uniscribe handling of missing 
hdc or psc parameters.  It adds a check for the size of 
SCRIPT_FONTPROPERTIES and returns 0x80070057 E_INVALIDARG if cBytes != 16.

Change log:
Add standard handling for NULL parmaters and size of SCRIPT_FONTPROPERTIES.
