usp10: Resend Add some tests to ScriptGetFontProperties

This patch adds code to check for standard Uniscribe handling of missing
hdc or psc parameters.  It adds an undocumented check for the size of
SCRIPT_FONTPROPERTIES and returns 0x80070057 E_INVALIDARG if cBytes != 16.

Change log:
Add standard handling for NULL parmaters and size of SCRIPT_FONTPROPERTIES.
