[WIDL] Support multiple RPC interfaces per binary.

Some binaries, for example advapi32.dll, contain multiple RPC interfaces. In 
order to support multiple RPC interfaces, WIDL must declare stub descriptors, 
proc format strings and type format strings as static variables.
