[WINED3D] Remove dead shader code: drawprim.c

Dead code causes confusion.
This one in particular is implemented elsewhere.

- constants are set in stateblock: Apply()
- constants are updated in drawPrimitiveDrawStrided()
- shader errors are checked in GenerageProgramArbHW()
