MAPI32: implementation for MAPISendMail

This is a hack for MAPISendMail that converts it's arguments into a
mailto URL and calls the registered handler for it. Might be useful
to have until mapi32 is properly implemented. Oh, and it doesn't
support attachments, among other things.

  Implement MAPISendMail, stub MAPILogoff and make the stubs for
  MAPIInitialize, MAPILogon{,Ex} and MAPILogoff return success.
