Remove StrokePath workaround for a DC transformation change bug

Hello,

this code in StrokePath was compensating a bug in dlls/gdi/dc.c,
DC_UpdateXforms() which didn't reselect a pen in order to update its
device units on DC transformation change. This is no more the case.

Changelog:
    Remove StrokePath workaround for a DC transformation change bug,
    it's no more needed.
