[RESENT] winhelp: Czech language resources encoding fix

Hi,

this patch fixes the encoding of Czech resources for winhelp.

ChangeLog:

* Fix the encoding of Czech resources from ISO 8859-2 to WINDOWS-1250.
* Add a comment with the name of the correct encoding.
* Fix a typo.
