winspool: Add SetDefaultPrinterA/W, with tests and doc

PDFCreator crashed on missing Function "SetDefaultPrinterA"

- winspool: Add SetDefaultPrinterA/W, with tests and documentation.


I can not replace WINSPOOL_SetDefaultPrinter(devname, name, force) yet,
since more magic things are done during our Printer-Setup
(CUPS_/PRINTCAP_LoadPrinters and WINSPOOL_LoadSystemPrinters).

Split the Patch does not work: wine will crash on unimplemented function
