crypt32: reorganize files

I'm resending this compressed as I haven't seen it show up in the
archives; sorry if it's a dupe.

Apologies for the size of this patch.  cert.c is getting unwieldy, so this
splits it up into certificate store functions and certificate functions.

ChangeLog: split cert.c in two
