winspool: Implement EnumMonitorsAW

Alexandre thinks, the lasterror-handling is a bit wired:

- Added some comments and synced to CVS.


The variable "lasterror" is used to hold the returned lasterror
and also as a Flag to avoid "goto":

lasterror == NO_ERROR: everything is ok, do the work
lasterror != NO_ERROR: something failed. skip most code
