cabinet: Remove no longer used code from cabextract.c

Hi,

This is the first step in removing cabextract.c.  The next step is to
move the three remaining functions used by FDI into fdi.c.  The patch
is large, but it's just a bunch of lines being removed and no changes
to the remaining code.
