shell32: Reimplement a factored SHFileOperation [RESEND]

Hi,

The previous version had a failing test set because the code depended
on the order of the files expanded from a wildcard, but this version
fixes that.  This version also doesn't have some file handle leaks and
includes some semantics changes by Mike.
