OLEAUT32: add additional condition for creation of interface

Since wine-0.9.6 still crashes with DBGRID32.OCX, I thought this patch 
should be applied while the real cause of the crash is investigated. 
This patch includes a large FIXME to spot the place where the interface 
was created due to the new condition.
