winspool: Empty String as Environment is valid, with tests

Found while testing PDFCreator.


Changelog:
- An empty String as Environment is valid (with tests)
- Rename the test to reflect the Function that is primary tested.

Initiator for the Rename was 
"test_default_printer()" => "test_GetDefaultPrinter()".
("SetDefaultPrinter()" is ready to send: test and implementation).
