advpack: Use the current directory if a working directory is not provided

Hi,

This gets rid of a crash when only a filename is provided and not an
absolute or relative path.  It also matches the behavior of native
much closer.

Changelog:
* Use the current directory if a working directory is not provided.
* Expand the INF filename using the discovered working directory.
