wininet: Add more tests for InternetCrackurl [try2]

Hi,

My apologies for the last patch.  My windows copy of the wine test
suite was out of date, so I couldn't find the InternetCrackUrl tests
that already existed.  The fix for these tests let the
URLDownloadToCacheFile tests not crash.
