shell32[2/4]: add trashing support functions (resend)

These patches adds trashing function. It implements the freedesktop.org
trash. It's a limited version that can trash only files, only on the
same filesystem as the home trash and only if they can be move to the
trash with a rename(2) - I wanted to keep the patch small. However it's
supposed to do it correctly, fully supporting the standard.

The patch contains also some generic code in xdg.c that might be reused
in implementation of other freedesktop.org standards.
