msi: Add tests for the WHERE SQL clause

Hi,

This test tickles the bug that is keeping the America's Army installer
from working.  I'm trying to figure out a solution that doesn't break
other tests.  Removing the " + (1<<15)" from dlls/msi/where.c:494
makes these tests pass, but breaks several others.
