[rsaenh] import/export key tests and fix

tests:
* added test for importing a public key and check if the key algID is
still correct after importing
* added test to check that the imported public key is exportable and
still results in the same key&size as before importing

fixes:
* remove the key algo changes while importing and exporting to pass the
tests

According to Juan Lang this might break some things in crypt32.

These changes also solve http://bugs.winehq.org/show_bug.cgi?id=5639
