kernel/tests: Count valid codepages for WideCharToMultiByte

This Patch count the number of valid codepages between 0 and 65535.
Only a summary is printed (and how long the loop runs) yet.

I'm not sure, if the total count is easy/useful to test, 
because there are different localized Windows-Versions.


You can set WINETEST_INTERACTIVE=1 to display all valid cp-ranges.
Set WINETEST_INTERACTIVE to a value >1 to display all cp-ranges.
