user[2/5]: implement A version of SPI_GETDESKWALLPAPER (FIXED)

Please use this patch instead of previous "user2.patch".  Thanks to 
Andrey Turkin for catching the problems.

Previously, SPI_GETDESKWALLPAPER was handled by default: in the switch. 
  The function (an A- function) would return a W string.
