[Setuapi] implement SetupDiCreateDeviceInfoListExW

This is an other patch to improve setupapi, which implemetns 
SetupDiCreateDeviceInfoListExW.

I hope this patch get accepted so that i can start to rewritte 
SetupDiDestroyDeviceInfoList. As SetupDiCreateDeviceInfoListExW
is not used in setupapi internal it should be ok that the old 
SetupDiDestroyDeviceInfoList dosn't work with this patch.

The next patch will contain SetupDiDestroyDeviceInfoList and a first
test to these two functions.
