[SETUPAPI] remove old and not generic serial port code

Hi all..

As my previous patch don't get into cvs, I split my patch in several parts, in 
hope that one of them will get it into cvs.

This patch removes old serial port code from devinst.c and removes code parts,
which use serial port.

If there is something wrong with this patch, please mail me.
