[SETUPAPI] SetupDiCreateDeviceInfoA stub

This patch implements a stub for SetupDiCreateDeviceInfoA. It seems that there 
is no SetupDiCreateDeviceInfoW exporteded by setupapi.dll on windows, so that 
there will be no SetupDiCreateDeviceInfoW fcuntion at all. If I am wrong 
here, please tell me and I will add a stub for SetupDiCreateDeviceInfoW too.

If this patch dont get accepted, please tell me the reason.
