setupapi: add case sensitivity string table tests [try 2]

These test case sensitivity in setupapi string tables.  All the tests 
(including original tests) pass in WINE, XP, and 2000.  One original 
test fails in 98 (but that exceeds the scope of this patch).  Comments 
are welcome.
